We contracted with FCS to perform a reserve study for your neighborhood. After months of delays and no report provided we informed FCS of our desire to terminate but wanted a portion of our initial payment back since FCS's portion of their own contract was not met. This portion was to provide a "preliminary funding report" within 30 days. FCS responded stating that they had changed their contracts after our was executed. Even after terminating the contract FCS finished the study (about two weeks later). We had other reserve study companies review the study and state that the study was not a complete study (we would have paid the remainder of our due amount if they study was good). So again FCS was terminated and still decided to finish the study even though we did not ask for it. We informed FCS again of our desire for some form of refund and have been denied because the report was submitted (even though we no longer wanted it and terminated the contract before it was submitted). If you use FCS just do not give any money up front.
